I've done some research and I looks like these bags were generated
years ago when someone was playing around with the license information. We
have always officially used Creative Commons - Public Domain Mark 1.0
<https://creativecommons.org/publicdomain/mark/1.0/> and that is what
is identified in our contracts and on the website.

It is possible, but complicated, to rebuild bags that have already been made
public. I was wondering if it would be possible to accept the current bags,
but use our documented license?
