Anyway seeing it in the package above is what triggered my initial request to Troy. If the draft SOP represents the methods that you followed back in 2015 I think it is fine to include it as part of the package. Even if you update it later it was accurate at the time the work was completed. If these aren't the methods followed I would lean towards no and find a different way to complete the data dictionary. The majority of the codes captured in table 1 within the SOP are used in the data but not defined anywhere in the files that were submitted as part of the package. Defining all of the codes listed in the data file is the ultimate question I am trying to answer now.
