although many (14%) speeds were at threshhold.

CMDAC has prepared an alternate version of this file in which some
apparent speed dropouts have been smoothed by linear interpolation.
(A speed dropout occurs when the current meter's rotorcounter fails,
usually for several data cycles.)  Both the original version of the
file and the value-added version are available at this site.
