Hi Francis --

    This evening I put a tar file called NODC_JES.tar on the ftp site.  
There are several forms of metadata: the file JES_IES_RCM.meta tries to 
supply the information requested in the EDDF2.pdf. Then the directories 
PIES and RCM each contain README.txt files that describe the file 
contents, formats, and driectory organization.  Finally, there in the 
doc directories are ASCII text versions of the data reports which fully 
describe the data processing.

   Hopefully, I've included sufficient information for your needs.
