The subdirectory "METADATA" contains the metadata assembled by
    the NODC Liaison Officer , Patrick Caldwell, and is bundled
    in the transmitted "zip" file and is broken out and placed in
    the "about" subdirectory. There exists a plain text file and
    a duplicate file in FGDC format.
